Peace by Rationalisation, A Path To Infotopia:

Intelligence, Justice, and the Case for a Managed Epistemic Transition

Introduction

Periods of technological transformation often provoke fears of disruption, instability, and conflict. Artificial intelligence has intensified these concerns, raising questions about economic displacement, political manipulation, and the concentration of technological power.

Yet the ethical implications of artificial intelligence may not lie primarily in the behaviour of machines themselves. Instead, they may lie in how societies organise the informational environments through which human beings interpret reality and make decisions.

If intelligence is understood as the process through which observers organise observations into meaningful patterns within context, then technologies that expand intelligence also expand the conditions under which societies understand themselves. The question for legal scholars and citizens is therefore not only how intelligent machines should behave, but how access to intelligence itself should be structured within society to satisfy all legal and defined senses of human agency.

This paper argues that improving the fairness of the epistemic conditions under which decisions are made may offer a path toward greater institutional stability and social peace.

Intelligence and the Conditions of Judgement

Moral and political decisions depend heavily on interpretation as well as principle. Individuals and institutions must continually evaluate complex circumstances, competing interests, and uncertain consequences.

The quality of these evaluations depends in part on the quality of contextual understanding available to the individual decision-maker. Decisions made with incomplete or distorted information frequently produce unintended harm, while decisions grounded in richer contextual awareness are more likely to produce just outcomes.

From this perspective, intelligence functions not only as an individual cognitive ability but also as a social resource. Societies organise institutions—such as education systems, scientific communities, and public information infrastructures—to improve the collective capacity for understanding complex realities.

Artificial intelligence introduces a new dimension to this process. Analytical systems can now detect patterns across large-scale datasets, expand interpretive capabilities, and assist human decision-making in ways that were previously impossible.

This raises a fundamental governance question: how should access to intelligence-enhancing capabilities be organised?

The Distribution Problem

If intelligence improves contextual understanding, and contextual understanding improves judgement, then the distribution of intelligence across society becomes ethically significant.

When interpretive capacity is concentrated within a small number of institutions or actors, those actors may gain disproportionate influence over how social problems are defined and evaluated. In contrast, systems that distribute intelligence more broadly may enable wider participation in the interpretation of complex issues.

This does not imply that expertise should disappear or that all forms of knowledge can be evenly distributed. Specialisation remains essential in many domains. However, the broader availability of analytical tools may allow more individuals to engage meaningfully with complex systems that affect their lives.

Under these conditions, the distribution of intelligence becomes a factor in the quality of collective decision-making.

Rationalisation as a Path to Peace

If the fairness of epistemic conditions influences the justice of decisions, then improving those conditions may gradually reduce sources of conflict.

Conflicts often arise when groups perceive decisions as illegitimate, opaque, or imposed without adequate understanding of their consequences. When individuals feel excluded from the processes through which reality is interpreted and evaluated, trust in institutions erodes.

Expanding access to interpretive capacity may help address this problem by:

  • improving transparency in complex systems

  • enabling broader scrutiny of institutional decisions

  • strengthening the ability of individuals to evaluate claims about social reality.

Over time, such conditions may foster institutions that are more accountable, adaptive, and responsive to evidence.

This process does not promise immediate transformation. Instead, it points toward incremental improvement in the quality of collective judgement.

The Case for Managed Transition

Rapid technological disruption often produces instability because institutions struggle to adapt to new conditions. The challenge of the artificial intelligence era may therefore be less about preventing change and more about managing the transition responsibly.

Two broad pathways appear possible:

  1. Unplanned transformation, in which intelligence infrastructure evolves through competitive technological development with limited coordination.

  2. Managed epistemic transition, in which societies intentionally design institutions that expand access to interpretive capacity while preserving human agency and institutional accountability.

The second pathway emphasises gradual improvement in decision environments rather than dramatic systemic upheaval.

This approach recognises that the most stable social systems often emerge not from sudden transformation but from continuous learning and user-owned institutional refinement.

Incremental Progress and Social Stability

A system designed to improve epistemic conditions is likely to produce change gradually rather than abruptly.

This slower trajectory has important advantages. Incremental improvement allows societies to:

  • adapt institutions as new knowledge emerges

  • monitor unintended consequences

  • revise policies when evidence changes

  • maintain social stability during periods of technological transformation.

In this sense, the pursuit of better epistemic conditions may function as a form of risk management for advanced technological societies.

Rather than attempting to impose a fixed blueprint for the future, societies can focus on improving the quality of the processes through which decisions are made.

Conclusion: Peace Through Better Understanding

Technological change is often framed as a source of disruption and competition. Yet the development of intelligence-enhancing technologies also presents an opportunity to reconsider the conditions under which societies interpret reality and make collective decisions.

If the fairness of those epistemic conditions improves, the quality of judgement may improve with it. Over time, better judgement may produce institutions that are more just, more adaptive, and less prone to destructive conflict.

In this sense, the pursuit of fair conditions for understanding reality may represent one pragmatic path toward social stability. One among many others, but useful nevertheless.

Peace may not arise from eliminating disagreement or suppressing conflict. Instead, it may emerge gradually as societies improve their shared capacity to understand the consequences of their actions, learn from those outcomes, and revise their behaviour over time. Such a process depends on fair access to information, since justice requires the ability to evaluate reality itself.
